Everyone who can sign in to the back office or a portal with elevated access: staff, instructors and corporate client administrators. Learners are managed in Learner records. A user account is not the same record as an employee or an instructor: the three are linked, and any of them can exist without the others.

Corporate client admins only see their own company’s learners, seats and invoices. Their access is granted from the account record.
